This Flash Tutorial was made by 'Vector Pete' from Jasc during the days of the public beta of Paint Shop Pro 8.
Nothing has changed in later versions of PSP, except that you have to click Apply in the Tool Options Palette when done drawing [View, Palettes, Tool Options].
Vector lines are drawn with the Pen Tool [View, Toolbars, Tools].
Simply put, Beziers are made out of points in between which the lines can be curved.
When you have placed your points and curved the lines, close the shape.
