The Arris Cable modem serves Internet and Telephony from Ziggo, The Netherlands
The signal to the Cable modem is delivered through the CATV cabling system.

there is no grounded power outlet nearby, so the COAX mantle from my Set top box
doubles as a grounding conduit.
(The CATV cabling mantle is well grounded here in Holland)
